Culvert Installation

We just put a new 30ft culvert in a driveway to replace an old rotted one. This was about 2 weeks ago, and it was stabilized in stone screenings and some good size rocks on the upstream side for the time being. We got a rainstorm, and the entire culvert up and floated away and all the stone washed out. What are some ideas to stabilize the upstream side to prevent this happening again?
