Grains, Oilseeds and Pulses
 
Port of Churchill – District 12 
Resolved, THAT KAP lobby the Government of Manitoba and the Government of Canada to facilitate the transition of the Port of Churchill and the Hudson Bay Railway to alternative ownership in a time frame that is sufficient to ensure the operation of the Port of Churchill for the 2017 grain shipping season.  
 
Soybean Processing Plant – District 7 
Resolved, THAT KAP work with provincial and national commodity and livestock associations and the Westman Opportunities Leadership Group to attract private sector investment to establish a soybean processing facility to Manitoba.
 
Canadian Grain Commission – Manitoba Corn Growers Association 
Resolved, THAT KAP meet with the Canadian Grain Commission and investigate the possibility of using their current surplus to initiate an insurance program similar to the Ontario model that would provide a less cumbersome and more effective security for all those selling grain.
 
Environment and Land Use
 
Drainage – District 4
Resolved, THAT KAP lobby the Government of Manitoba to reintroduce the Surface Water Management Act with minor changes as recommended by KAP.  Flood Control Works Damage
 
Compensation – District 6
Resolved, THAT KAP lobby the Government of Manitoba to undertake an evaluation of the impact of flood control works on farmers and landowners; and be it further
Resolved, THAT KAP lobby the Government of Manitoba and the Government of Canada to compensate landowners for damage to crops and soil productivity caused by the operation of flood control works.
 
Carbon Pricing – District 1 
Resolved, THAT KAP lobby the Government of Canada and the Government of Manitoba to reinvest all revenue collected through carbon taxes on agricultural inputs and transportation back into primary agriculture and/or projects directly assisting primary agriculture; and, be it further 
Resolved, THAT KAP lobby the Government of Canada and the Government of Manitoba to be accountable and transparent with revenue collection and redistribution relating to carbon taxes.
 
Carbon Pricing Awareness – District 7 
Resolved, THAT KAP develop an awareness campaign on its carbon policy including easy to understand graphics regarding the direct and indirect costs of carbon pricing, and any other topics that need clarity.
 
Rural Cell Service – District 3 
Resolved, THAT KAP lobby the Government of Canada to require all major telecommunications companies operating within the Province of Manitoba to provide complete cell service and coverage in all rural areas.
 
Hunting Rights – District 4
Resolved THAT KAP lobby the Government of Manitoba to develop rules requiring hunters and trappers to have written permission from land owners before hunting and trapping on their land.
 
Hunting and Rural Safety – District 7 
Resolved, THAT KAP ask the Government of Manitoba to be included in the consultation process on developing a safe solution for night hunting.
 
Taxation
 
Rural Landowner Tax Burden – District 7 
Resolved, THAT KAP lobby the Government of Manitoba to reduce the portioned assessment on land that falls under the farm property class.
 
Young Farmers Assiniboine Community College Scholarship – District 7 
Resolved, THAT KAP introduce a scholarship for students attending the Assiniboine Community College Agribusiness Program.
 
Young Farmer Organizations – District 7
Resolved, THAT KAP work with the Canadian Young Farmers Forum, Manitoba Outstanding Young Farmers Program, and the KAP Young Farmers Committee to foster closer relations and encourage greater engagement by young farmers in all three organizations.
 
Business Risk Management
 
Wildlife Damage Compensation 2 – District 1 
Resolved, THAT KAP lobby Manitoba Agricultural Services Corporation to include all livestock as eligible livestock, and expand the species list of possible predators in the Wildlife Damage Compensation Program for Livestock Predation.
 
Transportation
 
Ammonia Tank Testing – District 9
Resolved, THAT KAP lobby Transport Canada to immediately enact a new standard for ammonia tank construction or reenact the former standard TC51.
 
Ammonia Tank Construction – District 9 
Resolved, THAT KAP lobby Transport Canada to return to 5 year testing intervals for ammonia tanks.
 
Other
 
Food Processing – District 1
Resolved, THAT KAP lobby the Government of Manitoba and the Government of Canada to clarify and clearly communicate new food processing rules.

Carbon Tax – District 2 
Resolved, THAT KAP lobby the Government of Manitoba to treat the carbon tax as a true transparent tax that is fully refundable perpetually, annually, and on a voluntary basis; and, be it further 
 
Resolved, THAT KAP lobby the Government of Manitoba to require the public to participate in funding agricultural BMPs to achieve true and meaningful carbon emission reduction.
