USDA invites feedback on proposed grain service fee amendments

 

 

The Agricultural Marketing Service (AMS) of the USDA has published a proposed rule aimed at amending the user fee regulations for the Federal Grain Inspection Service (FGIS). This proposal, released on October 8, 2024, introduces standardized formulas for calculating fees related to official grain inspection and weighing.

According to the United States Grain Standards Act (USGSA), it is essential that the fees charged cover the operational costs of the services provided. The proposed adjustments ensure FGIS's compliance with the act's requirement to adjust fees annually and maintain an adequate operational reserve.

The proposed rule not only aims to streamline fee calculations but also addresses typographical errors in the current regulations. It promises a fair approach to fee adjustments, impacting all entities equally without introducing new compliance requirements, particularly for small businesses.

The AMS is actively seeking input from the public to understand the potential financial impact on small entities and explore possible alternatives that could minimize any negative effects. This feedback is vital as it will help shape the final regulations to be both effective and equitable.

With this proposal, the USDA continues its effort to uphold the integrity and reliability of the grain inspection system, crucial for both domestic and international trade.
