Consultation Highlights Key Priorities for Rural Communities
The Government of Canada is moving forward with the development of a new Rural Development Action Plan after gathering feedback from people, businesses, organizations, and local governments across the country.
Between December 2025 and February 2026, Canadians shared their views through an online consultation and a series of roundtable discussions. Participants included people from rural, remote, northern, and Indigenous communities who provided input on the opportunities and challenges facing their regions.
One of the strongest messages from participants was the need for programs that reflect rural realities. Many respondents said that policies and funding programs should be designed with local conditions in mind and should include meaningful engagement with communities throughout the decision-making process.
Participants also emphasized the importance of keeping economic benefits within local communities. Feedback highlighted the need for local infrastructure, workforce development, decision-making authority, and economic opportunities that directly benefit rural residents rather than being concentrated in larger urban centers.
Another key theme focused on recognizing the important role rural Canada plays in the country’s overall success. Respondents noted that rural communities contribute significantly to food production, energy, labor, cultural heritage, resource development, and national security.
“Canada’s rural communities do so much for this country—it’s time that federal policies and programs reflect and respond to their unique realities. That’s why we launched a consultation and held roundtables across the country to hear directly from voices on the ground in rural, remote, northern and Indigenous communities about the challenges they face and the opportunities ahead,” said Buckley Belanger, Secretary of State for Rural Development.
He added, “I want to thank everyone who took the time to share their perspectives and to assure them that the government is listening closely. We are committed to crafting a new Rural Development Action Plan that truly delivers on our government’s plan for rural Canada.
Many participants also called for easier access to federal programs and services. They encouraged the government to simplify processes and improve coordination among support programs so that individuals and organizations can more easily find and use available resources.
Building local capacity was another major priority. Respondents stressed the importance of investing in community skills, leadership, and long-term development. They also recommended measuring success based on lasting community benefits rather than short-term results.
The feedback collected through the consultation will help guide the creation of the Rural Development Action Plan, which is expected later in 2026. The plan aims to address local needs, support sustainable growth, and strengthen rural communities across Canada.
Time will tell if the rural economy will benefit.
