Responsible Data Centre Development Principles Leaves Questions About Farmland Protection

New federal framework addresses electricity costs, water use and community benefits, but does not specifically address the conversion of agricultural land.

As Canada races to build the digital infrastructure needed to support artificial intelligence and cloud computing, last week the federal government released a new set of principles intended to guide future data centre development.

Innovation, Science and Economic Development Canada announced Canada's Responsible Data Centre Development Principles on Sept. 3, describing the framework as a national baseline to help communities evaluate major data centre projects while ensuring benefits flow to Canadians.

The framework establishes five expectations for future projects:

  • Data centres must create lasting local benefits.
  • Data centres must not shift electricity costs to Canadians.
  • Data centres must minimize water use and environmental impacts.
  • Data centres must be transparent about local impacts.
  • Data centres must bring strategic value to Canada.

Federal officials say the principles are intended to support Canada's growing need for computing power while helping municipalities assess increasingly complex development proposals. The framework is also tied to the federal government's broader artificial intelligence strategy and efforts to expand Canada's sovereign AI infrastructure.

For agriculture and rural communities, however, the announcement raises important questions about what is not included.

Let's be clear, agriculture will rely on AI and data centres as much as many other industries, but data centres should not be at the expense of farmland. 

Farmland Not Specifically Addressed

The principles acknowledge concerns about electricity ratepayers, water use and environmental impacts, yet they do not contain any specific provisions related to farmland preservation or the protection of prime agricultural soils.

That omission may become increasingly significant as data centre developers search for large tracts of land near major electrical transmission infrastructure. Many suitable locations can be found in rural areas, including regions with productive agricultural land.

Across North America, farm organizations have begun voicing concerns about the growing footprint of data centres. Issues frequently cited include the conversion of farmland, increased competition for water resources, pressure on electricity systems and the long-term impact on rural development patterns.

While some agricultural groups support responsible development, many are calling for stronger scrutiny of projects proposed on productive farm land and greater consideration of alternative industrial or brownfield sites.

Electricity Demand Remains a Key Concern

One of the federal framework's most notable commitments is that data centres "must not shift electricity costs to Canadians."

That principle reflects growing public concern over the enormous power requirements associated with modern data centres, particularly facilities supporting artificial intelligence workloads.

Agriculture is already a significant user of electricity through grain drying, livestock production, greenhouse operations, food processing and irrigation systems. 

The federal announcement does not outline specific mechanisms that would be used to ensure data centres do not increase costs for other customers, but it signals recognition that energy demand will be a major consideration as the sector expands.

Water Use Draws Attention

The principles also state that data centres must "minimize water use and environmental impacts."

Water consumption has become one of the most closely watched issues associated with large-scale data centre development. Many facilities require substantial cooling systems, and in some jurisdictions water withdrawals have become a point of contention during project reviews.

For farmers, particularly those operating in regions vulnerable to drought or water shortages, the issue is likely to attract increasing attention as development proposals emerge.

The federal release recognizes the importance of limiting water use, but it does not establish specific targets or thresholds. Instead, the principles are intended to provide a common national framework while leaving local approval processes and regulatory decisions to provincial, municipal and Indigenous authorities.

Municipalities Seeking Greater Transparency

The Federation of Canadian Municipalities welcomed the initiative, noting that local governments increasingly face complex proposals involving data centre projects and require better information to assess local impacts.

Federal officials emphasized that the principles are designed to complement existing approval processes rather than replace them. Municipal governments will continue to make land-use decisions based on local planning requirements and community priorities.

Why It Matters to Agriculture

The growth of artificial intelligence and cloud computing is expected to drive substantial investment in Canadian digital infrastructure over the coming years. Data centres can generate construction activity, tax revenue and economic development opportunities.

At the same time, agricultural stakeholders may be looking for stronger assurances that the expansion of digital infrastructure will not come at the expense of productive farmland, water availability or affordable electricity.

The federal government has now established expectations around electricity, water and community benefits. What remains less clear is how governments will balance future data centre development with Canada's long-term need to preserve agricultural land and support food production.

As large-scale projects begin moving through local approval processes, those questions are likely to become a growing part of the national conversation.
