Earlier in the year, Americans in all 50 states reported receiving unsolicited packages of seeds.
The seeds were believed to be part of a “brushing” scam, where sellers make it seem that a recipient wrote a positive review of their products.
In August, the United States Department of Agriculture determined the contents of some unknown seed packages.
