US Reopens Mexico Cattle Trade

New screwworm risks spark debate as cattle imports resumes

The U.S. Department of Agriculture (USDA) has announced a phased reopening of Mexican cattle imports beginning in August. The decision comes after months of restrictions aimed at preventing the spread of New World Screwworm (NWS), a pest that can cause serious damage to livestock. 

When the United States first suspended cattle imports from Mexico, the goal was to delay the arrival of NWS and protect the domestic cattle industry. Policymakers accepted the economic impact of the restrictions because preventing the pest's entry was considered a top priority. 

However, the situation has changed. According to USDA APHIS, New World Screwworm has now been confirmed within the United States. As a result, the policy debate has shifted from keeping the pest out to determining whether continued import restrictions still provide meaningful protection. 

Mexico has historically supplied about 1.2 million feeder cattle to the United States each year. When the border closed, a major source of feeder cattle was removed from the market. Research shows that monthly cattle imports dropped significantly, creating tighter supplies for feedlots and ranchers. 

The reduced supply placed strong upward pressure on feeder cattle prices. Studies found that feeder cattle values climbed much higher than expected, reaching levels nearly $100 per hundredweight above projected prices by mid-2025. The market impact demonstrated how closely connected the U.S. and Mexican cattle sectors are. 

Researchers note that the economic costs of the restrictions continue to grow as long as the border remains partially closed. At the same time, biosecurity concerns remain important. Policymakers must determine whether limiting imports still helps slow the spread of NWS, reduces the risk of new infestations, or supports eradication efforts. 

The reopening of imports reflects an effort to balance livestock health protection with the needs of cattle producers and the broader market. As conditions evolve, experts say policies should be regularly reviewed to ensure that the benefits of continued restrictions outweigh their economic costs. 

The debate highlights the challenge of protecting animal health while maintaining stable livestock supplies and affordable market conditions.
