Senate Farm Bill Fails to Advance as Proposition 12 Fix Stalls in Committee Vote

The U.S. Senate Agriculture Committee failed to advance its draft Farm Bill framework following a narrow 10-to-11 procedural vote, extending legislative delays and leaving critical farm safety net programs unverified. With the committee entering congressional recess until September, pork industry leaders expressed deep concern over the continued regulatory uncertainty facing commercial pig farmers. The draft bill stalled after failing to secure bipartisan consensus on nutrition spending and livestock welfare preemption clauses.

The National Pork Producers Council (NPPC) voiced sharp disappointment over the vote, emphasizing that the failed Senate draft lacked a legislative solution to California’s Proposition 12. NPPC President Rob Brenneman reiterated that independent producers cannot navigate a fragmented patchwork of 50 different state housing mandates without incurring unsustainable compliance costs. Pork organizations had actively lobbied lawmakers to incorporate preemption language—similar to the House-passed Save Our Bacon Act—to preserve open interstate commerce for fresh pork.
