
Todd was the CEO of the Canadian Meat Packers Council and worked hard at interpreting consumer demand to producers. He implemented policies such as grading standards for live and dressed hogs and national standards for beef and lamb carcasses. He severed on the Canadian Food Board in the First World War and on the Canadian Bacon Board during the Second World War. He was also a director of the Royal Agricultural Winter Fair for more than 30 years.
