Governor General John Buchan’s (pictured) throne speech on Jan. 25, 1940 laid out Prime Minister William Lyon Mackenzie King’s plan for the sixth session of the nation’s 18th Parliament.

As Canada was in the midst of the Second World War, the government took steps to ensure Canadians didn’t experience inflation in food prices.

Measures “have been provided against undue enhancement, under war conditions, of the prices of food, fuel and other necessaries of life,” Buchan said.
