The Canadian International Trade Tribunal made its determination on Aug. 18
Dumping of wheat gluten from some countries is likely harming Canada’s domestic industry, an independent body said.
The Canadian International Trade Tribunal (CITT) determined on Aug. 18 there’s “a reasonable indication” of domestic injury because of wheat gluten dumping from Italy, Poland, and the U.K.
Dumping is the practice of a company selling a product to a foreign market at a lower price than it charges domestically.
In 2025, Canada imported a total of 8.1 million kilograms of wheat gluten from the three countries in question.
This recent ruling comes after the CITT launched its investigation into the matter on June 22. This inquiry followed the Canada Border Services Agency’s (CBSA) decision to look into wheat gluten dumping on June 19.
The CBSA’s investigation started after it received a formal complaint from Quebec’s ADM Agri-Industries Co., with support from Permolex Ltd., out of Red Deer, Alta.
The CITT is expected to release its reasons for its determination on Sept. 2.
If a country is found to be dumping products into Canada, Canada can impose certain financial penalties like anti-dumping or countervailing duties.
In December 2025, for example, an investigation determined multiple countries like China, Portugal, and Spain, were dumping some carbon and alloy steel products into Canada.
These anti-dumping duties ranged from 3.5 per cent to 138.6 per cent.
Canada was among the first countries to pass national anti-dumping laws.
This occurred in 1904 to stop the U.S. from dumping steel into the Canadian market.
Canada has also been on the receiving end of anti-dumping tariffs.
