Dear Pulse Grower,
This letter is to inform you that Saskatchewan Pulse Growers (SPG) is reducing the levy rate collected on pulses and soybeans grown in Saskatchewan from 0.67% to 0.60%, effective at the beginning of the new crop year on August 1, 2025.
The decision to lower the levy rate was made by SPG, with approval from the Agri-Food Council. At SPG, we recognize that consistent pulse acres and stable market demand has led to a record high value of production for pulses. As a result, SPG levy revenue continues to exceed the organization’s operating expenses in recent years, accumulating a larger surplus of unrestricted net assets than targeted by SPG’s Board. With this in mind, SPG felt it was appropriate and responsible to reduce the levy rate to better match revenues with expenses and to keep more money in the pockets of growers. This change will slow revenues by an estimated $1.5 million per year, better matching future revenues with targeted expenditure levels, and gradually drawing down unrestricted surplus through responsible, high priority investments that benefit growers.
SPG is in a strong financial position, holding a fully-funded revenue variability reserve designed to sustain the organization through potential periods of downturns in revenue. We maintain the ability to continue delivering substantial value for growers while reducing the amount of levy growers pay. SPG will continue to make significant investments in research to address production opportunities and agronomic challenges pulses face, including establishing new breeding collaborations and addressing research capacity for pulses. Investments into market development to establish new and diversified demand for Saskatchewan pulse crops, especially in the current volatile trade environment will also continue.
