Farm Bureau Backs New Farm Labor Reform

SAWA aims to improve farm workforce access and reduce labor costs

Farm labor shortages remain a major challenge for agricultural producers across the United States. Many farms continue to struggle to find enough domestic workers, leading growers to rely more heavily on the H-2A temporary agricultural visa program. 

According to recent industry information, demand for H-2A workers continues to rise as fewer domestic applicants apply for agricultural jobs. However, farmers face significant costs when using the program, including housing, transportation, administrative expenses, and required wage payments. 

To address these challenges, the Securing Agriculture’s Workforce Act (SAWA) has been introduced in Congress. The legislation seeks to modernize the H-2A program, improve efficiency, and provide a more dependable labor solution for agricultural employers. 

One of the main goals of the proposal is to better control labor costs. The legislation would support reforms to the Adverse Effect Wage Rate (AEWR), a key wage requirement for H-2A workers. It would also limit sudden wage increases and prevent contract changes during employment periods, helping farmers plan more effectively. 

The bill also focuses on simplifying the visa process. Agricultural employers often face delays and paperwork challenges because multiple government agencies oversee the program. SAWA proposes a single online platform to improve communication and streamline applications. 

Another important feature is the expansion of H-2A access. Current rules mainly support seasonal agricultural jobs, leaving year-round operations with limited options. The proposal would make it easier for sectors such as dairy and livestock production to participate in the program. 

Supporters believe these changes would help farms secure a stable workforce while strengthening agricultural productivity and competitiveness. They also argue that a modern labor system is important for maintaining the long-term sustainability of family farms. 

Farm Bureau continues to encourage lawmakers to advance the legislation, saying workforce challenges remain one of the most pressing issues facing agriculture today.
