NASDA Advances Key Policies for Farmers 2026

Labor animal health farm bill and food systems guide NASDA focus

The National Association of State Departments of Agriculture has announced five major policy priorities that will guide its work in 2026. These priorities were selected by NASDA’s member-led Board of Directors and reflect key challenges facing farmers ranchers and food systems across the United States. 

The five focus areas include agricultural labor reform animal disease preparedness and traceability of the farm bill for pesticide regulations and regional food procurement and distribution. Together, these priorities aim to strengthen agricultural productivity to protect food security and support rural and urban communities. 

Agricultural labor reform is a major concern across all areas of farming. Labor shortages rising costs and limits within existing guest worker programs continue to affect farm operations. NASDA is calling for policies that provide a stable legal workforce while ensuring fair treatment for agricultural workers. 

“As the nonpartisan, member-led association representing state departments of agriculture, we sit at a unique intersection, where federal policy meets on-the-ground implementation, where national priorities meet local realities,” said Amanda Beal, NASDA President. “These priorities are grounded in what works, what farmers need, and what states know. We will work urgently to address the opportunities these policy priorities represent.” 

Animal disease preparedness and traceability are other critical priorities. State departments of agriculture play an essential role in detecting tracking and controlling animal disease outbreaks. Strong animal health programs help protect livestock producers and reduce the risk of major economic losses that could threaten the national food supply. 

The upcoming farm bill is also a central focus for 2026. The legislation supports farmers to fund food and nutrition assistance programs and promotes responsible natural resource management. NASDA emphasizes the importance of a farm bill that meets the needs of both producers and consumers. 

“NASDA members have designated these priorities as critical to farmers, ranchers and consumers nationwide,” said Ted McKinney, NASDA CEO. “They also represent key areas where state departments of agriculture are uniquely positioned to lead policy solutions and serve communities across their states.” 

Pesticide regulations remain vital for maintaining crop productivity while protecting human health and the environment. NASDA supports science-based pesticide policies and continued state leadership in enforcing federal regulations with adequate funding support. 

Finally, NASDA is advocating for stronger regional food procurement and distribution systems. Investments in infrastructure and flexible purchasing programs can help small and mid-sized farms reach local markets while improving access to nutritious food.
