USDA APHIS Leadership Changes 2025

New leadership appointments to strengthen APHIS service delivery

The U.S. Department of Agriculture’s Animal and Plant Health Inspection Service (APHIS) is making several important leadership changes that will support strong program delivery and service to stakeholders. These updates, effective July 27, 2025, involve three professionals with deep experience across APHIS divisions. 

Ms. Bernadette Juarez will return as Deputy Administrator of Animal Care (AC). She previously held this same role from 2016 to 2019 and brings back valuable experience from her recent position as Deputy Administrator of Biotechnology Regulatory Services (BRS). Her earlier roles also include serving as Director of APHIS Investigative and Enforcement Services and as an attorney in USDA’s Office of the General Counsel. Her return to AC brings knowledge, leadership, and established relationships with program partners. 

Dr. Donna Lalli will take over as Deputy Administrator of BRS. She began her APHIS career there as a biotechnologist and Chief of Staff. She also served in leadership roles in Wildlife Services and as APHIS Science Advisor. Her time at the White House Office of Science and Technology Policy adds to her strong science-based background, making her well-suited for this role. 

Ms. Sarah Helming rejoins the Office of the Administrator (OA) as an Associate Administrator. With previous leadership roles in AC, Emergency and Regulatory Compliance Services, and experience across several other APHIS units including International Services and Veterinary Services, Ms. Helming’s broad background supports cross-program coordination and agency priorities. 

APHIS Administrator Mike Watson praised these leaders for their contributions and willingness to serve. “Their leadership will help ensure continuity, strengthen program delivery, and enhance service to our stakeholders,” he said. 

These strategic transitions highlight APHIS’s ongoing commitment to effective leadership and service improvement.

Meet the guest: Dr. Julian Arroyave / julian-arroyave-jaramillo-638740129 is a research swine nutritionist at Carthage Innovative Swine Solutions, with experience in nursery nutrition, diet formulation, and commercial research trials. He completed his PhD at Kansas State University and previously worked as a nutrition supervisor at Kekén in Mexico. His work focuses on nutritional strategies that improve production efficiency while controlling feed costs.
