Since its inception in the 2002 United States Farm Bill, COOL (Country Of Origin Labeling) has been a controversial issue. It stipulates that, among other items, beef and pork products must specify the country the animal was born, raised and slaughtered in; putting Canadian and Mexican products at a disadvantage in the process. In May 2015, the World Trade Organization deemed for the fourth time that COOL requirements violate international trade obligations and granted Canada and Mexico authority to apply tariffs to recover lost money. After retaliatory tariffs were estimated to cost the United States nearly $1 billion, Congress repealed COOL.
