SARM urges federal and provincial leaders to boost rural emergency funding
The Saskatchewan Association of Rural Municipalities (SARM) is calling on provincial and federal governments to strengthen funding and partnerships that support emergency response services across rural Saskatchewan.
Rural municipalities play a major role in protecting communities during emergencies. They manage local infrastructure, support volunteer fire departments, and help prepare for disasters such as wildfires, flooding, and drought. These responsibilities are critical for keeping rural residents safe before, during, and after emergencies occur.
However, many rural municipalities face challenges when delivering these services. Limited funding, outdated equipment, and shortages of trained personnel can make it difficult for communities to respond quickly and effectively when disasters happen.
SARM leaders say stronger and more predictable funding from government partners would help improve emergency preparedness and ensure rural responders have the tools they need to protect people and property.
“Rural municipalities are on the front lines when disaster strikes,” said Bill Huber, SARM President. “Every day, our local responders are called upon to protect lives and property, yet they often work with outdated equipment and limited financial support. Strengthened and predictable provincial and federal investment would give our communities the tools they need to stay resilient.
One of SARM’s key priorities is creating predictable and flexible funding programs. These funds could support local emergency planning, equipment upgrades, daily operations, and workforce development for first responders.
The organization is also advocating for improved civic addressing and the implementation of Next Generation 911 systems. Accurate addressing and modern communication systems help emergency responders locate incidents faster and aid more efficiently across rural areas.
Another concern raised by SARM is the cost of radio licensing fees. Lowering these fees would make it easier for municipalities to maintain reliable communication systems, which are essential during emergencies and disaster responses.
In addition, SARM is encouraging governments to increase investments in wildfire prevention, disaster preparedness programs, and infrastructure improvements that help communities reduce risks before disasters occur.
Volunteer fire departments are another important focus. Many rural areas depend heavily on volunteers for emergency response. SARM is calling for expanded funding to support firefighter training, equipment purchases, and the construction or improvement of fire halls.
As severe weather events and natural disasters become more common, SARM believes proactive investment in rural emergency services will help save lives and reduce long-term recovery costs.
