Government continues APP relief to help farmers manage rising costs

The Government of Canada has announced that it will extend the $250,000 interest-free limit under the Advance Payments Program (APP) for the 2026 program year.

The decision has been welcomed by farm groups as an important step to support farmers during uncertain times. 

“This is a positive step that ensures farmers continue to have access to cost effective operating capital at a time of ongoing uncertainty and rising input costs,” said Keith Currie, President of the Canadian Federation of Agriculture. “Programs like the APP are critical tools that help producers manage cash flow throughout the production cycle.” 

The APP is a government program that provides farmers with low-cost, short-term loans. These loans help producers manage their cash flow until they sell their crops or livestock. With this support, farmers do not need to rush sales and can wait for better market prices. 

Farm leaders say this extension is helpful because farmers are currently facing many challenges. Rising input costs, inflation, and supply chain issues are putting pressure on farm businesses. The interest-free portion of the loan reduces financial stress and makes it easier for farmers to continue their operations. 

The program plays a key role in helping farmers plan their production cycle. By having access to affordable funds, producers can buy seeds, fertilizers, and other inputs on time. This ensures smooth farming operations and better productivity. 

At the same time, farm organizations have highlighted the need for long-term stability. While the extension is a positive move, farmers require predictable policies to make better financial decisions. A permanent increase in the interest-free limit could provide more confidence and support for long-term planning. 

“Farmers need certainty to plan ahead,” said Currie. “We look forward to continuing to work with government to secure a permanent increase to the interest free portion of the program, so that producers have the predictability they need to make informed business decisions in an increasingly complex operating environment.” 

Timely announcements of such programs are also important. Farmers need to know about financial support early so they can prepare for the growing season effectively. Delays in announcements can create uncertainty and affect planning. 

Overall, the extension of the APP interest-free limit is seen as a strong step toward supporting farmers. It helps improve cash flow, reduces financial pressure, and allows producers to respond better to changing market conditions. This support also contributes to a stronger and more stable agricultural sector.
