U.S. Sugarbeet Farmers Seek Stronger Trade Protection

Congress Seeks Stronger Import Controls Supporting American Sugarbeet Farmers Nationwide

Members of Congress are increasing efforts to support American sugarbeet producers facing growing pressure from foreign sugar imports. A bipartisan group of Representatives and Senators recently supported a Section 301 investigation by the U.S. Trade Representative into imported sugar entering the United States.

Lawmakers explained that current sugar trade protections no longer provide enough support for domestic sugar industries. Tariff rules on imported sugar have remained mostly unchanged for more than 25 years, allowing imported sugar volumes to rise sharply above traditional levels.

The lawmakers reported that imported sugar increased more than 700 percent between Fiscal Years 2021 and 2025 compared to the earlier five-year period. They believe the large increase is hurting American sugarbeet growers, sugar processors, refiners, and workers connected to the industry.

Research from North Dakota State University showed that growing imported sugar supplies lowered domestic sugar prices and created major economic losses for the American sugar industry. The lawmakers also noted that sugar costs are not considered a major reason for rising grocery prices across the country.

“The sugar farming families and workers across our States support more than 151,000 jobs in more than two dozen states while generating more than $23 billion in economic activity each year. We are gravely concerned about the surge in unfairly traded foreign sugar imports, which, along with higher input costs, are plunging the domestic industry into crisis and presenting an imminent threat to the industry’s long-term viability,” wrote the members of Congress.

The lawmakers warned that several sugar processing plants and mills have closed during the past decade because of financial pressure facing the domestic industry. They believe stronger trade enforcement will help protect sugarbeet farming operations, maintain agricultural jobs, and strengthen rural economies.

Many agricultural organizations and sugar industry groups continue supporting stronger protections for American sugarbeet producers and domestic sugar manufacturing operations.
