Roman legend suggests that the emperor Caligula planned to make his horse, Incitatus, a consul, the highest elected office in the Roman Republic.

Caligula, who has also been described as insane, tried to make his horse a consul to show the others that their work was so meaningless that an animal could perform the duties.
