APHIS tightens rules to prevent Avian Flu

Stricter biosecurity measures for poultry farms announced

The USDA’s APHIS has implemented stricter biosecurity measures to control Highly Pathogenic Avian Influenza (HPAI) outbreaks in poultry farms. These updates focus on preventing reinfections and ensuring better disease control.

Poultry farms must now pass biosecurity audits before restocking or receiving future indemnity payments. Additionally, farms in buffer zones around infected areas need audits before moving poultry. Non-compliance with recommended biosecurity corrections disqualifies farms from indemnity eligibility for recurring infections.

Highlighting the update, Dr. Rosemary Sifford, USDA Chief Veterinary Officer, said, “Biosecurity is proven to be our best weapon in fighting this virus, and this update will ensure that poultry producers who received indemnity for HPAI are taking measures to stop future introductions of the disease and avoiding actions that contribute to its spread.”

From 2022 to 2024, APHIS paid over $1.1 billion in indemnity, with $365 million allocated for reinfections on 67 farms. These updates stem from data showing that biosecurity audits significantly curb reinfection risks.

The interim final rule takes effect upon publication in the Federal Register, and comments are open until March 3, 2025, at www.regulations.gov. This initiative highlights APHIS's commitment to safeguarding the poultry industry through preventive measures.
