Bill 44 brings flexible nutrient rules and new options

The Government of Alberta has introduced important changes to the Agricultural Operation Practices Act (AOPA) with the passing of Bill 44 on June 23, 2025. These updates aim to reduce unnecessary rules, promote innovation, and support sustainable agricultural practices across the province says the government.

According to Alberta Pork, one of the main highlights is the recognition of digestate, a by-product of anaerobic digestion, as a regulated material under AOPA. With this change, digestate can now be stored and applied on farms in the same way as manure, as long as it meets the standards outlined in the new On-Farm Storage and Land Application Code (June 2025 edition).

This update provides more flexibility for Alberta’s pork producers and other farmers. They now have expanded options for handling nutrients, composting, and applying by-products on their fields. These changes make it easier for farmers to manage soil health, recycle nutrients efficiently, and reduce waste.

Another key improvement is the allowance of certain off-farm organic materials for composting or land application. This broadens the scope of materials that can be used to enhance soil fertility and reduce dependence on synthetic fertilizers.

By updating the rules, the government hopes to encourage better farming practices, support environmental sustainability, and strengthen Alberta’s agri-food sector. These new regulations are expected to benefit farmers looking for innovative ways to handle manure, compost, and other agricultural by-products while protecting the environment.

Farmers are encouraged to check the latest guidelines on manure management and legislation through the Government of Alberta’s website. Those with questions about permits for confined feeding operations or manure storage facilities can contact the Natural Resources Conservation Board (NRCB) or email info@nrcb.ca
