Governor General William Patrick Albert (pictured above) delivered a throne speech on Nov. 21, 1912 to open Robert Borden’s second term as prime minister during the country’s 12th Parliament.

In his address, Albert spoke of the government’s plan to work with the provinces to help educate farmers.

“My advisers are convinced that co-operation with the provinces on well-defined terms and conditions will achieve the best results along the lines of agricultural instruction. Any such policy to be effective must be continuous,” he said.

The government planned to introduce a bill designed to put money aside for this work.
